A natural gas pipeline developer is accusing Energy Transfer LP of “anticompetitive” behavior after the company denied three projects from crossing its pipelines in Louisiana, Bloomberg reports. It has sparked a legal battle affecting more than than $2 billion of energy infrastructure.

A Momentum Midstream affiliate told a Louisiana district court that Energy Transfer is holding up its $1.6 billion project by refusing to let the firm cross the pipelines of its much larger rival. Energy Transfer owns a vital stretch of lines across East Texas and Louisiana and is seeking to expand its Gulf Run system amid booming demand for gas along Louisiana’s coast, where the fuel is chilled to a liquid for export.

The arguments come in a case in which Energy Transfer sued to block Momentum’s project from crossing its pipelines, saying it would impede upon its rights. Energy Transfer won a similar case against another pipeline company, DT Midstream, earlier this year. That case is now being appealed. Read more.

Port NOLA will receive $73.77 million from the federal government to assist in building the Louisiana International Terminal project, which will provide an efficient gateway for the movement of cargo on the Mississippi River and the inland waterways of the U.S., reports Biz New Orleans.

The U.S. Department of Transportation has alerted Congress that it intends to award this funding through its MEGA Grant Program, which will support the first phase of the overall $1.8 billion project’s construction and is in addition to significant funding commitments from private industry partners and Port NOLA.

The new container terminal in Violet will eliminate air-draft restrictions that limit the size of vessels that can currently call on the Port of New Orleans. LIT will serve vessels of all sizes, dramatically increasing Louisiana’s import and export capacity while also fostering strategic inland growth. Read more.

Global offshore wind company RWE and regional business booster Greater New Orleans Inc. have released the findings of a one-year collaboration to accelerate the engagement of Louisiana’s offshore wind supply chain, reports Biz New Orleans. They say the result is a database showing that more than 123 Louisiana businesses are ready to support the national offshore wind supply chain.

GNO Inc. said companies in the database provide services in six major categories: wind turbine generators; professional services; balance of plant; installation and commissioning; operation and maintenance; and mooring and anchoring.

In August, RWE bid $5.6 million to lease federal waters off the Louisiana coast for wind energy production. The company has a signed memorandum of understanding with Entergy to evaluate the delivery of energy from offshore wind to customers in Louisiana and Texas. Read more.

The Environmental Protection Agency conducted more on-site inspections of industrial sites this year than any time since the start of the COVID-19 pandemic, reports the Associated Press, as it seeks to reinvigorate its enforcement program after more than a decade of budget cuts.

EPA opened nearly 200 criminal investigations this year, a 70% increase over 2022, the agency says in a report. It completed nearly 1,800 civil settlements, a 9% increase over 2022. More than half the inspections and settlements involved communities long scarred by pollution, the agency says, reflecting the Biden administration’s emphasis on environmental justice issues.

EPA says its enforcement and compliance work have resulted in the reduction, treatment, elimination or minimization of 1.84 billion pounds of pollutants, and required violators to pay over $704 million in penalties, fines, and restitution. The dollar amount is a 57% increase over 2022.

The increase comes as EPA’s enforcement staff remains far below its peak of more than a decade ago, even as officials move to add about 300 positions. EPA eliminated approximately 950 enforcement positions following budget cuts imposed since 2011.

Among its recent enforcement efforts were the EPA’s lawsuit against Norfolk Southern railway over a train derailment in eastern Ohio, and its suit against Denka Performance Elastomer, alleging that its petrochemical operations in southern Louisiana posed an unacceptable cancer risk to the mostly-Black community nearby. Read the full story about the report.

Livingston Parish President-elect Randy Delatte had a simple recommendation for a state task force gathering input on a controversial proposal to inject carbon dioxide under Lake Maurepas: Give the people who live near the lake the same level of consideration given to special interest groups.

Louisiana Illuminator reports that Delatte testified last week before the Louisiana Senate’s Task Force on Local Impacts of Carbon Capture and Sequestration. After hearing from concerned residents at a meeting about three weeks ago, the panel reserved time Monday to hear from state and local officials and researchers with expertise in carbon capture and sequestration.

Some 30 carbon capture projects have been proposed across Louisiana. While all of them fall into the purview of the task force, the Lake Maurepas project has drawn the most public pushback. Air Products wants to drill wells to inject 5 million tons of carbon dioxide per year about a mile below its lakebed. It’s part of a $4.5 billion hydrogen manufacturing complex in adjacent Ascension Parish that would use CCS technology to pipe the greenhouse gas under the lake rather than release it into the atmosphere.

The company has already brought drilling rigs and other equipment into the lake for test wells after conducting controversial seismic testing earlier this year.

Monique Edwards, state commissioner of conservation, told the task force that her office has the ability and expertise to regulate carbon injection wells.

“The bottom line is that the men and women of the Office of Conservation live here, play here and are raising their families here,” Edwards said. “We are all committed to making sure that the state we call home is protected and flourishes.”

Delatte is also concerned about other impacts the project is having on Lake Maurepas.

Roles are rapidly shifting across multiple industries and company leaders will need to keep up in 2024, Inc. reports.

Changes in demand and technology have created and killed jobs throughout history, Carl Benedikt Frey, a professor of AI and work at the University of Oxford Internet Institute, tells Inc.

But now, there’s more movement in the labor market than usual, according to a McKinsey report released earlier this year. From 2019 to 2022, the labor market experienced 50% more occupational shifts than in the prior three-year period.

Here’s what leaders and their teams might expect to see in the evolving job landscape in the year ahead, and how they can best prepare to meet those changes:

New technology will make some roles redundant. According to this year’s Future of Jobs Report from the World Economic Forum, there could be 26 million fewer jobs in bookkeeping, executive secretarial work, administration, and similar areas of work by 2027.

Employers should think in terms of tasks, not jobs. While entire occupations may not become obsolete in 2024, parts of roles might. The McKinsey report estimates that, because of AI and other factors, “activities that account for up to 30% of hours currently worked across the U.S. economy could be automated” by 2030.

Meanwhile, new roles will grow. The WEF identified “AI and machine learning specialists” as the fastest-growing job in this year’s report. Sustainability is also driving job growth, with roles like sustainability specialists and renewable energy engineers gaining traction. Read the full story from Inc.

Navigating a company through periods of change can be challenging for even the most seasoned business leaders, but embracing that change is often essential to the company’s future success.

Turner Industries CEO Stephen Toups, who was featured in last week’s episode of Baton Rouge Business Report’s Strictly Business webcast, understands these dynamics well. The heavy industry and industrial construction sector has experienced rapid change in recent years, with disruptive forces like AI, digital transformation and off-site modularization pressing companies to adapt or be left behind.

Toups’ main tip for navigating such change is a simple but important one: communicate.

“Any transformation, just by its very nature, requires an interruption of the business flow,” Toups says. “You’ve got to manage that to some degree. Communication is imperative. You’ve got to communicate with your customers and let them know what’s going on.”

In the event that employees within your organization are resistant to change, Toups says internal communication is every bit as important as communication with your customers.

“Show that there are opportunities for advancement,” he says. “I think it’s important to create a clear goal that people can envision. I also think it’s very important to ask for feedback.”

During the COVID-19 pandemic, when employees and managers alike were uncertain about what the future would hold, Toups saw firsthand just how important communication could be in times of unprecedented change.

“We kept our cool,” Toups says. “We increased communication. I think the most important thing was very open explanation of what we were doing. We were at the gates at 5 a.m. greeting people, welcoming them to job sites and telling them we were doing everything we could to keep them safe.”

Of course, attempting to enact meaningful change in any organization does come with risks. To mitigate them, Toups refers to a risk management plan commonly taught in business school: “Avoid, reduce, transfer, accept.”

“You first identify [the risks] and then you say, ‘Hey, we’re going to avoid these suckers at all costs.’ If we can’t avoid them, can we reduce them? If we can’t reduce the risks, can we transfer them away somehow?”

BP PLC has challenged U.S. energy regulators’ approvals of a Venture Global LNG liquefied natural gas export facility, arguing the Federal Energy Regulatory Commission (FERC) has failed to enforce its regulations, Reuters reports.

Venture Global LNG has become a major U.S. exporter of the super chilled gas since it started processing at its Calcasieu Pass plant early in 2022. It has sold more than 200 cargoes of the gas under its own accounts without supplying BP and other long-term contract customers, who have complained they have lost billions in revenue.

BP wrote that FERC’s oversight of LNG facility operations has not met the commissions transparency requirements, including the public disclosure of key facts and documents necessary to ensure that commission’s rulings are being followed. Read more.
